OK, this is gonna sound dumb but here goes.

With our Mk.1 970 Cooper S the engine increases in revs when you pull up to a stop and have your foot on the brake pedal.
I have looked at the accelerator cable and cannot see any interference at all from the pedal to the carbies.

There has gotta be something simple I am missing; can anyone help me out?

Running a brake booster? If so, check the rubber diaphragm. Had similar issue years ago, brake booster diaphragm had small crack. To test disconnect and block booster hose from manifold at the booster end. If still an issue, it's not the diaphragm.

Brake booster also has a one way valve where the hose enters the booster body.

ditto to the booster diaphragm - you can take the hose off the inlet manifold and suck on it - if the air keeps on coming then there's a crack
