Pretty much both. Basically the more you put in the quieter it sounds. No idea about the felt stuff but Dynamat or Resomat type material has to be better as it's so much heavier than just basic felt. If you're in Sydney I have left over felt you can have, it looks useless to me in comparison to the proper stuff. It just looks like cotton wool that would disintegrate after a few years...
I put it on front firewall, rear firewall, floors, doors, behind the dash and under the bonnet. Can now talk in the car with 2" exhaust. The other big change that I made was to put in a straight through hotdog before the Lukey muffler. this got rid of a significant amount of noise. My car used to set of car alarms as I drove past. Now it's wife friendly if you drive civilly, but the still loud if you give it to her. Best of both worlds really. Definitely worth doing.
While the carpet was out, prepped and painted the interior with POR15 before laying the resomat as I was afraid that rust will start up between the matting and the floor. So far so good (10 years) but then I hardly get her wet.
