So it sounds like you're saying the ability to fit anchor points is there from 75 onward, but the anchors themselves are not standard?

Anchorages were mandatory from '75 on, just as lap/sash seatbelts were mandatory in '69

(It's been a long time since I did this for a job, my memory is fading!)

Oh of course! I realise now this is based on when the legislation came into effect in Aus rather than a specific design change for Minis.

I think the later parcel shelfs with the rear seatbelts etc were double skinned across the width of them where the mounting points were too?

Not double skinned as such but has reinforcing box sections and has several plated attachments between the shelf and body that earlier cars don't.

These reinforcements can be added to earlier cars if you choose to fit rear belts.

I'm really not sure but came via Canada so probably a Canadian market car?
