It was right before. The TDC mark is same for 1 and 4, they are just 1 rotation 360 deg apart.

As long as the static timing is within a couple of degrees it will start. Then you can get the idle advance and the total advance correct.

You can either swap the distributor how it was before, or you can move the plug leads on the cap to the other side..

Did you fit the black magnet ring onto the cam, under the rotor, I don't see it...

Mark the dizzy base in line with #1 plug lead. Remove cap. Then with piston #1 at TDC, turn dizzy body until rotor points to the mark.
You will then need a timing light to set timing once running. If you don't have one, I recommend a dial back type.
Ignore static timing. Remove vac advance line. Set it at 30deg BTDC @ 3500 or whatever the advance has maxed out at. Timing light has a tacho display.
If it pings at all, retard 1 deg at a time until it doesn't.

Take carby off. Check that butterfly touches the carby bore at top and bottom with the idle stop screw wound out. If not, loosen the butterfly screws slightly, hold throttle closed, retighen screws.
Also check throttle shaft is not worn.

"I was reading that there is no way to set the static timing with a test lamp on a non points distributor. How can I set the initial timing if the car would not even start or crank? Need help by the experts. Sorry no shop on Guam has ever seen a Mini..."

Maybe this doesn't work with all electronic dizzies..but it does with mine.

Get an old transistor radio... tune it "off station" so you are hearing a nice even background static crackle. Now set everything up as you would to time a points system and rotate the dizzie. As the ignition "fires" you will hear a sharp stain burst from your radio.

Simple

Can't really see... but if "this" refers to hole in the butterfly that's been blocked up ... the splotch mark on the butterfly at 3 o'clock???... then you have a butterfly that was intended to be used with an anti-pollution system.

The full system had a little spring loaded button that blocked the hole depending on vacuum... The idea being that if the throttle was suddenly snapped shut the spring kept the hole open momentarily to stop a sudden burst of carbon monoxide from the exhaust as the oxygen was cut off. As revs and vacuum fell away the spring shut the hole reducing air flow to that required at idle.....

When you get rid of the pollution control system (as most people did) you just seal the hole....
