I did my '98 Rover to get it complianced for it's first roadworthy. Was in Geelong.
I'm not familiar with the reinforcing of the '98 Rover parcel shelf but I assume it is well engineered if it was independently and properly checked for compliance before getting your roadworthy. The early Australian built Minis had no provision for seat belt mounting in the rear with various forms of strengthening included at different times throughout production to suit regulations at the time. Whilst you can easily drill a hole and whack in a mounting bolt so it looks OK externally this is a dangerous approach, as discussed many times on here. If you want the seat belt mounting to stay in place in an accident and not rip the parcel shelf out or simply pull through the mounting then it's best to get it done properly and legally as already suggested.
