Can anyone tell me what this bracket with the two small holes in my door pockets is for?

That bracket is meant to carry the folded end of the pocket liner, as in your photo - but with the pocket liner on top of the bracket and holding it in position. Some early wind-up minis used a screw (or pop rivet?) to hold the pocket liner to the bracket through one of those holes. Later cars just used the bracket to support the pocket liner without a fastener.
There is a similar bracket at the other end of the door pocket for the same purpose.
