To spray oil around the valve gear. To lube the rocker ends.
But not needed, it's pretty foggy with oil up there anyway. Later rocker designs don't have them.

Where does the oil come from? The hole does not go through the bush.

it is supposed to. Someone has changed the bushes. And not drilled through them.

Offset bushes have been fitted, so there are 2 hole holes, a large one for the adjust and small one for the oil mist. Am I correct?

Yes. I have done a few sets with offset bushes. Don't believe anybody that says offset bushes will give S rockers a 1.5:1 ratio.
I made .044" offset bushes (is more than the ones being sold) and only just got to 1.3:1 with pressed steel (1.2:1) 998 rockers. And stock forged S rockers are even worse at 1.16:1 ratio.
These lift ratios calculated on a 1275 head with Graham Russell RE13 cam (.290" lobe lift).

If you do want 1.5:1, buy new rockers. ;)
