very interesting regarding compliance, I am having issues getting mine through as mine is an spi like yours fitted with an earlier engine like yours....

I am still nutting through my issues and now looking for another VASS guy to inspect my car and give it its compliance plate. I brought my mini into Aus from the UK under the "personal import scheme" and don't think the guys i used knew a thing about old minis. basically he was saying my car wouldn't comply as the emission control system was modified from the year of vehicle manufacture. mine is an SPI converted to Carby with no cat as original spec to the 1991 mini cooper it came from.

yours does sound dodge and in some way devalues your car. :shock:

Emissions controls are related to the year of manufacture of the vehicle, not the engine. Some states try to apply later emissions requirements to engine conversions, but that's another issue altogether.

Eeerrrrm as long as you can convince the Club Registrar (who is likely to be quite knowledgeable about these things) to perjure themselves and certify that its more than 30 years old....

Hopefully you don't belong to a Mini club ;)
