I have noticed the rh carbie has a small hole about 3mm dia below the bowl filler brass tube. Anyone know what the hole is for, seems to be if the needle sticks fuel will come out of this hole.

Yes, that’s the vent and also for the overflow. If you block if it won’t fill with fuel. The later float lids had a tube there so you could use a hose to route the overflow away from the exhaust manifold

There should be a little cover like the photos here. There is also a photo of the later style ones

TY Timmie the lh carbie does not have a hole. Should I leave as is on change to a later style for safety ?

There must be a vent hole there somewhere, or the air can't get out. So the bowl won't fill with fuel, as Timmy says...
