Can you replace the earlier 22A63 850cc 1.375" dia. tail crankshaft with the later 2A670 with the 1.5" dia. tail. If you can is there any advantages or disadvantages and does anything else need to be changed

Sure you can. You will need a 1.5" bore primary gear of course. As used on 998-1098.
You will also need a flywheel, or bore yours out. The oil seal inside the flywheel isn't used on these primary gears as they are not oil fed.
I first did this back in the 60s when fitting a 1098 onto my 850 box (which got major surgery).
