Broke a stud torquing the head down. Don't ask. Is this hole workable? Took about a mm of the top thread.

It's fine.
Make sure there are no high spots around the stud holes, they cause gasket leaks.
Was the stud a new one? Recent loose ones sold are poor quality.
Best to buy a set of competition ones for reliability.
Eg. ARP or minispares ones.

It was new. It spun in the block then busted while the torque wrench was at 47 lbs. Im a little cranky.

A decent chamfer will clean that up. Bolts exert most of their force on the first 3 threads, the deeper you make it the more uniform the clamping load.

History proves threading to the top is completely satisfactory however.

Please always check the length of the bolt/stud with the thickness of the head too.
