Need more information: is this you can't get it to turn on at all, or when something happens?

The light never comes on, it should come on when I turn the key on then go off when the engine is started as long as there is no faults in the electirc system

Might be a bmw question. It's possible the early cars were programmed only to light up in the event of a problem, and its unlikely that the light has stopped working if everything else still is, but there's little to no way to prove it without 1. ,some sort of diagnostic unit, or 2. dismantling the speedo and testing the light directly, and I suggest you don't do that because its an SMD LED and it could be easy to fry.

I have a scan tool at work and when I get a chance I am going to plug it in and have a look around as I also have to have a go at the air bags due to the light being on for a long while.

The light should work like every other check engine light that I have come across come on with the key turned on and go off if there is no faults in the system once started. But I have come across some other cars that don't use it they use a different light

It should have an engine light come on for sure. I'd possibly think the globe has blown or someone previously removed the globe/led or you have awiring issue, otherwise how would you know if a fault is there.
Scan the car and see what you come up with.
My light always comes on and goes out when running.
