In most states, forced induction (in general) is not permitted with Ps - you will need to look at power to weight ratio restrictions.

MINI Ray is a down spec Cooper - both power and trim.

I've got a 2011 R56 Mini Ray. Its a great car. Mines a 6 speed manual it has 75kw but loads of torque which makes it very drivable its pretty damn effortless. A drive in the hills and your holding it back. Just in case you're wondering my other car is a Mitsubishi 380 with 175kw. The Mini has BMW reliability. Saying that mine had a new gearbox at 5000km. I lost 1st gear then it came back but second went, then 3rd went and came back. Apparently BMW had a dodgy batch of Gatag 6sp manuals, they changed mine without even questioning.
Build quality is great. We had a Mitsubishi Lancer as a hire car and one as a loan car whilst the 380 was being serviced both were brand new and the difference between the 2 was chalk and cheese, the Lancer was awful when compared to the Mini.
But there is no room in the back. My 2 kids just about get in the back.
The difference in power between the Ray and Cooper is down to the mapping of the ECU. The throttle doesn't open 100% on the Ray hence its reduction in overall power, apart from that the engines are exactly the same. Spec wise you can order one with almost whatever you like, bearing in mind it is a base model.
New they were $28880 but were reduced to $24880 some time later, not sure what they are now. So I recon you should pickup a fairly new one for around $20000.
I have no regrets in buying mine I would recommend the 6sp manual any day. The only thing I chose when buying was black painted Cooper wheels, which is an Adelaide Motors BMW option only. not a BMW Australia option.

Hope this helps.

Id double check if you can. I imagine you could get an exemption in nsw and qld with the power to weight. Check out mini mods for more info only thing ive heard about the later turbo models is getting the intake checked as the plastic goes brittle and can brake into the turbo and its about $2k to fix but ive only read about it on mini mods never met anyone its happened too in person
