Theyre called a "dB Meter".

The professional ones that are properly calibrated cost way too much to even think about.

I have a hand-held one that cost about $100 from Dick Smith Electronics... I use it to find the resonant frequency of car stereos used in SPL competitions..... but mine can only be used at low volumes. It only measures up to 130dB.

Got told a trick by the inspectors at ViC roads when I worked their. Steel wool up the exhasut pipe doesn't restrict the airflow to much and cuts the nose down! You pass the test and it just burns out in a very short time! Haven't tried it but they seemed to know all the tricks!

Geez... I was just pointing out that I have a dB meter.... then said that it was bought for car audio applications.... then I said that it only went to 130dB maximum... which is not enough for my stereo. (I need something that measures up to 150dB or more to get a proper SPL reading, but the handheld can find resonant frequencies at ANY volume)

It IS good for measuring exhausts, and has been used for this purpose too.
