if u want to change the colour and u have a rip in it. i'd recommend getting a new hoodliner, because the current material is shithouse
it's always frail, fixing it will be almost impossible (from the few dozen mini hoodliners i've seen) because of the crap material, and spraying it with regular paint isn't the way to go IMO. Normally u use a dye , it's technically not a paint at all.
This info is simplyl going on the hoodliners ive seen before, urs may be different.
verdict:
if u want it done good, get a motor trimmer to make u a new one, or buy one and fit it. ebay has them sometimes and im sure some mini shops could get them for u.
if u want it done crap, try fixing vinyl welding or vinyl repairs, i know nothing about this method so i can't give u any advise, but i can't see that material being very co-operative..
spend the $$ and get it done well IMO
