There were no ADRs to comply with until 1969, so yes it would not have had a compliance plate. However it would have had a BMC Australia build plate which is not the same as a compliance plate. The build plate would have had the car number, colour and engine number on it. People do confuse them.
The engine number will be on the block, and the car number on the radiator shroud, unless that has also been "modified" by the PO. The firewall is probably also missing the body number, which is not the one that you need for registration anyway.
I think all you would need to do is convince the registration authority of the identity of the car if it is still there on the radiator shroud.
Seeing as it is now supercharged, I would suggest this is the real reason that it needs an engineers certificate.
I would also be looking at putting discs on if it does not already have them, i know it says new, but that may mean new single leading shoe drums for all i can see there.
