I think that is only true when talking modifying potential.

In completely stock form, they are the same power output-wise.
They changed to mpi because the emission laws were tightened again.
The mpi engines also have a taller diff ratio for less fuel consumption at cruising speeds.

I think its the diff ratio change that gives people the bad impression of power. These cars can have 3.2:1 diffs I think which allowed the minis to pass strict drive-by noise regulations and allow UK motorway cruising where the traffic regularly runs at 75 mph = 120 km/h. In city driving the acceleration is bad as a result.

The SPi to MPi change happened to lots of cars. The EA Falcon was a 3.9 l SPi. The Starion Turbo was Spi pluts lots more. MPi, is now the most common but direct injection is set to overtake it for superior fuel economy.
