Mini fuel gauges have had damping, ever since the days of the old 850 which did not.
It's to stop the needle moving with each slosh.
Ours both take about 60 secs to get to full. Last time I looked, both cars' sender floats were empty. 8)

Maybe I should keep a closer eye on my fuel guage - it only felt like 15 seconds the other day - maybe I was just having too much fun driving my car - you know, time flies.......

Today I actually timed (with a stop watch) how long it took to go up from the time I started it. I got 20 seconds from empty to ¾ (all I had left in the tank from when I filled up the other day. So I think from Empty to Full in 30 sec or under is acheivable.

Ok so I was a bit out with my estimate of 15sec!

I don't know why mine is so fast.

It's slow because of the type of movement it has in it. A by-product (most probably deliberate) is the damping you get. Don't worry about how long it takes to get there, just be glad it gets there at all!

Other versions of fuel gauge have a movement more akin to a voltmeter. They are quick to react, but are a little too flighty so they quiver about.
