I think it depends whether the seats fold or tip forward enough to allow rear access.
If you are talking 2 Cobra Monacos or similar fixed racing buckets they won't, I think ideally they should be engineered. Or Mr Plod can ping you.
Having said that, I had a Cobra Trophy (similar to Monaco) on a fixed bracket for years, never had a problem at rego time.
I'm now running 2 Cobra Vintage/Classic lowbacks on Cobra frames, they are out of a Jap Rover and no, I won't bother engineering them. They tip forward fine.
