The crash test is so that they can get some sort of low-volume import compliance in order that 1989-2000 Rovers can be brought in.
At the moment the only 2 ways (to my knowledge) a post-89 mini can be brought into the country is as a personal import (own it abroad for over 12 mths, then bring it, limit of once per year) or to go through a costly single vehicle compliance.
This is the reason that a chunk of Brickworx' recent business has been in buying up minis from Japan, chopping them in half and bringing the 2 halves in for parts as they simply cannot be imported or sold as a whole car.
Once the crash tests and other compliance work is done, the Department of Transport will then classify that a post 89 mini can then be brought in.
It's not just as simple as crashing a few either, modifications will/may have been made to get the car to meet certain standards and even then the compliance may only apply to a certain model run (ie Mpi post 1997 cars had better emissions systems, side impact bars, engine management etc)
