I dont think so it's the painted the same colour as the car and is yeh on the outside of the car

In the photo below , is it the bit under the chrome strip at the front lower edge of the rear wheel well that juts out backwards towards the tyre and has the big black spot (rubber plug) on it ?

Well that's the grease nipple cover for the rear suspension arm , it's also the center of the pivot for the rear suspension so as long as your suspension bushes/bearings and wheel bearings are good the tyre can't really get any closer to it than it already is . What size are the tyres you have on the rims (the full size e.g. 165/60R12 or whatever) ?
