Australia has had uniform traffic laws for a number of years now (since 1999 if I remember correctly) with local additons for things like hook turns in Victoria etc.
The distance is 200m or if the use of the lights is dazzling another driver eg if you can see the lights are shining on the other car. There is no mention of rural or built up areas, only the proximity reference.
Driving lights should be wired in to work only with high beam. They are of a higher intensity than low beam lights so even when directed at the road they can be distracting to other drivers.
Fog lights (the yellow ones) can be wired to switch on independantly of other lights but can only be operated in fog.
Might be worth a read if you aren't up to date. Go to your state government webpage and do a search on legislation, then Road Rules. You want the "use" act not the "management" one..
