I cant imagine any Mini engine builder worth there salt would use a tin pully, unless they were restoring an original 850 and it had to be there. Most tin pullys will explode at high revs and even just doing the fan belt up too tight can distroy them. I would say these engines were sold as exchange reco long motors and were not supplied with a pully, rather the customer has just re fitted there old pully and not known any different.
