They were stamped consecutive, but each model had a different series of numbers. The number near the radiator is the body number and they start at 1. The number on the firewall is the car number and they start at 501.
So the first car of any model (Deluxe, Cooper S, etc.) should be body #1 and car #501. So the car number should be 500 more than the body number. They sold replacement body shells and they had body numbers but not car numbers so after a while the gap between the numbers changes.

Yes! If you had the very first Deluxe, Matic and Cooper S you could possibly have 3 cars with the same numbers but it would be very unlikely.
