he told me that he quoted the winner 85, then when he went ot post it was 3kg over and moved into the next post charge bracket - 180 pound!

Go figure.... :?

Yeah- it sounds a bit too cheap.
I once shipped 500Kg of special MIG welding wire (1 dirty big reel) to Tennessee, it cost my employer $5/Kg for the airfreight... total A$2,500.
The wire was worth $2.00/kg here.... :P
