Hopefully that's just some vinyl which has wrinkled in the heat over the years. As far as the base for a project goes you could do a lot worse - as the other guys have pointed out with a bit of tidy up you could easily drive it as it is. I'll have to have a look through my old photo albums as I may have a photo of it at Minis at the mill sometime in the 90s!
Do you have a 4th jellybean mag? Maybe check the dates on those tyres and/or get matching wheels on it before you drive it...
