Cheap arse volt meter (Dick Smith piece of cr@p) it's jumping around all over the place but kinda settles at around 13! Are both wires on the same terminal ok?

Check you are earthing to clean metal. If its dirty or rusty it will give iradicate measurements as it tries to make contact.

If both wires go to the same place shoukd be ok on same terminal
