It is possible to assemble a dizzy so that it is 180° out internally.
The dizzy internals don't care which plug is receiving spark as the lobes opens the points/trigger 4 times. The dizzy shaft locates the rotor button so it does care.
For neatest plug lead layout set the drive shaft to the tooth, on the camshaft, that best locates the cap for the best layout. Side cap especially.
The firing order is 1342 so if you have #1 at 2 oclock it will work/layout as intended.
It appears you may have the #1 cylinder at TDC on the wrong cycle (not the firing cycle) or there is an issue with the dizzy dog.
As Mad matt has clarified the large offset should be downwards when TDC firing stroke. Not to be confused with TDC on overlap cycle.
If No 1 is at TDC and both valves are seated (rockers got gap) you are there.
Just remember the rotor button is DISTRIBUTING spark to the lead its pointing at!
