In NSW you would not be able to register this car without a body number.
If you had a body number you could get a new ID plate made to conform with the body number from Minisport,this would be acceptible in NSW.

A 69 Mk2 Cooper S won't have an ID plate or a compliance plate. They didn't come with them and they don't legally need them. They stopped fitting ID plates around June/July 69 and started fitting Compliance plates in late December 69. So for five or six months no plates were fitted.
If you make an ID plate and fit it you could be liable for fraud if the car is found not to be genuine.
The car should have two numbers on it. It should have the car number on the radiator shroud panel. It should have a body number in the rain gutter at the back of the bonnet opening.
It
should not have any numbers on the firewall near the master cylinders.
The numbers will tell what it is. (or what it isn't)
If the car has no numbers on the shell new numbers can be issued by the RMS/Police. These will be Police numbers.
