780 will be the number of revolutions per km. The old speedos were always marked in turns per mile, so converted to miles it equals 1248 TPML.

What Tim has explained is correct, what it means is at 780 revs per minute the speedo will read 60 KPH if speedo is in KPH, if it is in MPH it will read 60MPH, from memory Clubman speedos had 820 or 1376 820 was the KPH 1376 was the MPH if my memory serves me correctly.
