Show us some pics of the diaphragm and the little flap valves. If the diaphragm has any cracks/holes or the valves are badly worn/plugged with crud then they wont pump.
I had a bit of a look, it all seems fine. there must be a tiny hole in the diaphram that i can't see.

I put the new one on and it seems ok. I plan on wrapping the fuel lines to protect them and making a heat shield for the exhaust anyways. Send me the part number anyway if you don't mind as i will probably get mine fixed so i have a backup.
