It just stops air being sucked past the seal on the upstroke of pedal. This happens as seal wears and the car is infrequently used.
I have been told the maker of these cylinders sees no need for it, 1 less part = more profit for them.

I've made more of these unobtainium seal spreaders if anybody wants some. $15 including post.
