I think they were aimed at Government fleets for pool cars etc. However, in Australia I thought these basic Minis retained the magic wand gearchange, not the remote style like a Deluxe. Does the gearshift hole for the remote look original (factory) or has it been roughly cut out? Looking at your photos it does look like a homemade hole, but it is hard to see clearly.
Congratulations on the shell - it looks like it has survived in very good condition and should restore nicely.
Well. Hard to tell 100% as the whole underbody suffered quite badly, but as far as I see now, the hole looks original. It was welded up at a point, and reopened with a chissel at another time. But if You look closely, even the holes for the screws that retain the rubber boot are present. The corners of the cut are round. I would say, it was originaly remote.

On the orher hand we have a few other thing here.
There is a very neat hole on the rear. Maybe an arial. But it is very neat. Quite hard to do such thing in this size with a hand held drill. I am wondering if this could be identified.

The other thing is a set of holes for a flare. These screws are drilled very low. For my eyes unusualy low. It was present on the left rear and right front side. These panels were original to the car.
