they cut stuff out of jobs all the time its common practice.. usually a repairer will make his quote higher and include extra things for that reason.. having said that 4 grand is pretty low cost for that sort of job.. that paint is terrible to match but thats not your problem... as said above if it isnt right.. take it back and get them to fix it. what you should have done with second quote is asked a grade if they palm jobs off to another repairer, i know we tell people to take cars to another repairer in sunbury to get a second quote, we ring the place and tell them to do a higher priced one so that we get the job and vice versa.. then there is no fighting as racv will naturally want it done by the cheaper quote. just our of curiosity.. are they quoting to repair or put a new bonnet on.. things like that make a difference

Bear in mind that they only have to repair/replace what was damaged in the accident. No more no less.
If they are cutting out parts of the quote that were damaged in the accident then you have every right to insist on the part(s) being fixed to it's condition immediately prior to the accident, or replaced with a new part or with another one of similar condition.
Getting more quotes won't hurt (besises costing more time) but insist that they include everything in the quote to get your car back to the way it was.
I don't think it's the panel work that's the problem here. It's those delicious flames. Look for some airbrush artist that do automotive work (and what panel shop they use/prefer), see if they will give you a quote for re-doing it with the car ready in its base colour after it's been repaired and submit that to your insurer as well.

theres no airbrush work in those flames they just masked off the areas to paint gold for the flames.. accually very very easy to do, and the more i look at it if they just redo the flames there will be no colour match problem as the marone isnt harliquin

 It's not "THAT" easy. otherwise the panel shop wouldn't have said refer to specialist. It's not something the average spray gun jockey can do. I used to live with a guy who did aurbrushing for work. It's not as easy as throwing some tape down and putting some paint there. Ask Trixitrine.

matching the colour of the red will be harder

Any panel shop worth a pinch of sh!t would be able to match it. Very very easy as you put it.

seeing as i do it for a living i think i can safely say it is something most panel shops are capable of. i looked at the pictures again and edited my post to read properly anyway.. not the one you quoted, sorry about that.. its not airbrushing... thats for sure

My point was that if the panel beater doesn't want to touch it get a specialist. And you've just confirmed it's not very very easy to do.

Do I have any rights to argue that they are cutting out key parts of the repair work?

doubt it!

The paint is very important and I don't want to settle for anything less. Also, as I was told by one of their consultants, that they want to restore the car back to the condition it was in before the crash occurred. Can I use that as grounds to argue that I want my car repaired without any corners being cut?

absolutely - sounds like you need to talk to the FOS

First thing this Wednesday I checked my email to find the complete quote. Opened it up and saw that the figure, including GST, was $4071.10

AND

Since then RACV have called me offering $4100 to get repair my car

I don't see a problem

Sorry, that must be a typo. The final quote from my preferred repairer came to just under $4800. That figure, 4071, was an incomplete quote as it didn't include any mention of the bonnet.
