There is a bracket sandwiched betwwen the carby and the manifold, this bracket has an arm that leads down along the exhaust pipe, it is at the bottom of the bracket that you will find a pinhole where the return spring fits on.

The HS4 carb (on 998 Clubby etc) does have that sandwich plate.
Bur early cars with single HS2 carb just had an L bracket on the exhaust clamp, to hold the spring.

On early cars that is correct. what year is the motor, and what carb is it- 1-1/4" (HS2) or 1-1/2" (HS4)?

There should be a little metal plate on the throttle lever, next to the cable clamp nuts, that is for the spring. Cable should not foul on it, either the part is missing or cable too long or parts assembled in incorrect order.

i know the plate your talking bout where do i put the other end once it on that plate cos i put it on there and the exhaist clamp and it held it on....

the bottom end of spring is on the exhaust plate, if the spring is at an angle undo the exhaust clamp and rotate it on the pipe a bit.
Spring should sit roughly parallel to throttle cable.
