It is the 'ownership papers'. The car has gone, but for £10.00, you can have a set of plates made up, stick them on some other car, remove the VIN plate and suddenly you have a genuine, 'not stolen' car.

Or you can sell a newer car into the States and get around their import laws which have something to do with age of the car - older is exempt or something from taxes
