take the paint off and deal with it when you know what it's like underneath - the sooner the better... wire brush (on a drill or a grinder) to take it back to clean shiny metal then prime (use a decent etch primer) it and paint it...

if there are areas you can't get to to really get the metal shiny, then you can use a rust converter product, I use a Galmet brand one

if its in a hard to reach area, i have just brought the best tool ever! its an electric rotary tool ( like an electric die grinder) it was NZ$30 at supercheep, and comes with little wire brushes and stuf, they are excellent for cleaning up surface rust. wire brush at 33000rpm......
it will break soon, but its got a 2 yr gaurentee so ill just take it back, the little fittings wear out fast, but meh, there even cheeper (150 bit kit for $15) it even has grinder attachmenats and a long flexi drive!!!!
