Also, is there a rubber that goes around the kneck that sits on the inside of the van parcel shelf?

Sealing ring, neck to floor is shown in the Mini Car Clinic cattledog...just a fat rubber donut by the looks of it. Then there is a fuel neck sealing gasket which looks like it presses in to the metal "pocket" where the filler comes out.

I have both of those. Just wondered if there was a gasket between the "pocket" and the body panel.

even if there isn't meant to be one, I'd be making one out of plastic - cut one out of a black oil container, but I have a feeling there is supposed to be a cork one

Already put in place without the gasket

No. Should I squirt some silicone behind it?

I've pulled apart quite a few vans and a traveller. They all just had a smear of seam-sealer in that join. I doubt the factory ever put a gasket in there.

My van had a thin cork/cardboard gasket from memory. After it got painted I used a bead of silicone that I wiped clean with turps after pushing the filler thing on, never had any leaks and it was super sexy hot looking

I reckon you should have something to seal it - the metal will move a bit, so it could rub through the paint, then if water gets in there....
