its something you have to have a good look or better get some one to look at fr you...Could be wheel bearings..top or bottom ball joints

Simple first test...

1. Jack up that wheel, check for movement (hands at 12 and 6 o'clock, then again at 9 and 3)

2. get someone to apply the brakes while you check a second time.

If the amount of movement decreases/stops then its probably a wheel bearing, otherwise a ball joint(s)

With an associated sqeak I'd tip wheel bearing.

^^ what he said, but first, check that your tie bar isint loose or too bent, and that the wheel nuts are done up nice and tight, somtimes its somthing simple. :)

Does it have the movement when the wheels on the ground or when it's jacked up ? When you're facing the side of the wheel , is it forwards backawards (to the motor) or side to side (from front to rear of the mini) movement ? As Jbeenz said , check the easy ones first but if you can't find something obvious , follow gaf's idea and get someone experienced to look at it before you drive it . I've had a front wheel fly off while driving and it isn't fun ...

Oops , sorry vicmini13 , didn't see your bits there , try that to see if it's there . Also though , since you mentioned the heavy steering , there's a remote chance it could be a seized/failing tie rod end (can you wiggle the wheel as if turning it left to right without the other side wheel moving? ), not sure about checking that though but might be a direction to look if the others don't work .
