That's not for a rod change mini is it? It moves the shift rod side to side rather than rotating it. It won't work...

Yes it's for a rodchange.
YES it will rotate. I made a similar one years ago for my paddock basher (non-Mini).
As you move the lever sideways the bottom tilts, but yes the rod rotates too. But you will need a U/J on the front.
