Take it to an exhaust shop, get them to weld on a straight piece of 2" stainless.
You could even go 2.5"

Tell them it must finish inline (or slightly past) the bumper level.

Get them to weld from where the tip starts at the back of the muffler.

The end of the bumper is the rear most part... imagine a vertical line going up at the back of the car, touch it against teh bumper, and this is where the tip should finish.

I'd draw it if I had photoshop on this computer! :P

Your exhaust is ejecting straight into an area of low pressure, so its being sucked up. So either face the tip downwards or extend it past the curve in the back of the body,

cant face the tip downwards as it will hit the ground when goin over bumps (car is quite low) also i dont want to lose the sound effect of it, so wats the verdict?
- longer tip?
- longer muffler? or
- piece of tubing put before muffler to lengthen exhaust or after?
i was thinking of cutting off the other tip and putting a longer shinier one ;)
cheers

Take it to an exhaust shop.
They'd probably want $100 or so to change it over.

did you ask for gold tips or something will, i would say you would get change out of 50 bucks, dont go to any of the midas or ultratune, they usually have set prices and found the ones in the backstreets and alley ways more competative
