THE State Government confirmed yesterday it would cap the power of cars allowed to be driven by P-platers and would also force passenger limits upon those who break the road rules.

* THOSE holding P1 licences will be banned from driving high-performance cars such as V8s as well as turbo- and super-charged vehicles; and

* DRIVERS on P1 and P2 who lose their licence will be limited to carrying one passenger for 12 months - a restriction that will apply from when their licence is reissued.

"Exemptions will apply, including for hardship and family and work responsibilities," Mr Scully said.

As well as eight-cylinder cars, the ban will include super-charged and turbo-charged vehicles.

The two new measures will require major changes to the driver licence and vehicle registration processes and the RTA's computer systems.

"They would also require discussions about implementation with both the NSW Police and the Infringement Processing Bureau," Mr Scully said.

"I have asked the RTA to begin work on arrangements so the changes can be introduced in the first half of next year."

It is understood the Roads and Traffic Authority is also investigating the feasibility of placing an identifier on the registration label - a simpler version of VicRoads scheme.

The Government says the onus will be on P-plate drivers as to whether they comply with the State Government's new road rules.

However the new restrictions attracted heavy criticism by some in motoring circles yesterday.

Mechanics have branded the new vehicle restrictions "a waste of time".

"What's going to stop P-platers from buying a little Corolla and making modifications to the engine?" asked Aaron Burgess, director of Ruf Performance at Ingleburn.

"They will still hot up their cars, it's in their nature.

"The Government is trying to create laws that will protect everyone but I can't see how it will be policed if young drivers are getting around in small modified cars - sometimes it's hard to tell what's been done to them."

IMHO, there is 'some' merit in that. It 'may' help reduce the number of deaths on the road. The not-so-lazy P platers will still mod a corolla or the like, to get more grunt....

When I was on my P's, I had a V8 Torana...it was my first car. It lasted 3 months before I wrapped it around a tree! :cry:

that's been the law in vic for a long long time, but it's never enforced, there is apparently a list of cars that are restricted, but it's very incomplete - a P plater can buy and drive a rotary without being questioned at all.... it's a great rule, but needs strong enforcement and possibly even the cops being able to force cars to have a dyno test done on something that has had a lot of work done to it

I was up on the central coast a couple of weeks ago when a P plater in a hotted up GTR skyline doing 200+ in a 50 zone wrapped it around a power pole and killed himself and 2 others - wouldna happened if he was driving a standard corolla would it!

Trust me from experience. Stopping P Plate drivers driving high powered vehicle WILL SAVE LIVES!!! Young people just do not realise the reality of what happens when to the human body when it is involved in a high speed collision. Its terrible!

Best move the government has made in AGES!

They should also introduce a power to weight ratio limit, this will stop kids from buying cars and modding them. Engine mods will still be done, but they can send them off to a rolling road and then ping them, yes there will be critisism about cops booking people that have there cars looking hotted up but just a plain ole car. I guess its the same theory as getting defected. Once the car has been tested, they can carry around a document that tell the cops that the car is a stocker laidened with heavy rice flares, and the like.

Vic has a power to weight ratio limit, but it still allows P platers to drine 4 litre Soarers or up to just under 200KW commodores or falcons.
No superchargers? So much for maybe gettin a new cooper s.

They are right in doing this. I know of some people who think they are all that, who can't drive for s##t! Even a standard VT is too much for them.

It is stupid banning turbo and supercharged cars, it should be a power thing. Take this for a wild comparason... now Formula 1 use normally aspirated 3litre engines and they make over 900hp. I know it's stoopid comparing it to road cars, but normally aspirated engines can be stoopidly powerful, too!

It will be difficult to implement. What happens to those cars aready owned by P platers.....a buy back? If I was a P plater and wanted heaps of power the car would look standard with a lots of engine mods. This law must be giving the speed industry the shivers. As for ongoing enforcement I just don't see how it will be done. The car is dynoed and certified and as soon as that happens it is driven down the road and the computer changed....instant horsepower with a certificate. There will be a stealth industry that will specialise in this sort of stuff. With electronics in cars it will be impossible to police. If a car were to be power tested then change the computer and it complies for the test. The best way is to limit the cc capacity as bikes have been for years as it will limit the horsepower that can be obtained. They can still get some pretty big numbers but not the huge ones available now. Banning the sale of go faster stuff won't work either unfortunately. The kids really need proper tuition in making cars safely quick for the road. I had one of them ask me why his car didn't steer properly and convinced him to put the standard wheels back on it with really good rubber and he could not believe the difference. The car was actually nice to drive and went around corners quicker than when the 19's were on it. He had spent $8,000 on wheels and tyres and it was a dog to drive.

Good Idea but policing is going to be impossible.

What needs to happen is to change attitudes of young drivers to convince them that idiot behaviour is not worth the trouble.

Simple solution - f*ck up and the car gets crushed - no exceptions - end of story. It is time to end this bleading heart, not my fault, mentality of political correctness we have here in Oz. You f*ck up, you pay where it hurts - keys thanks lad!

That would change some young driver behaviours pretty dam quick.

I havea really great idea. Problem is it is just too outrageous for our govt to impliment. It's called GET MORE POLICE ON THE ROAD IN HIGHWAY PATROL CARS AND STOP USING REVENUE COLLECTING SPEED CAMERAS AS ROAD SAFETY DEVICES - ITS NOT WORKING!!!!!!

THe govt makes millions for Speeds cameras, cuts police HP numbers and hen blames young drivers for the carnage on our roads.

I actually saw a P plater driving in the left hand lane at the spped limit the other day and actually used his indicator to change lanes. It was such a rare site when I pulled up a the lights I congratulated him on being a great driver.

Most of the time I just see P platers cutting from lane to lane at 10 - 15 above the speed limit talking on the phone.

Putting a restrictrion on engine size won't do much for helping the case. It's already 4L per tonne in vic (too much I reckon), but even little engines can get some serious power from them. Supercharged and intercooled, any 1.5L engine could pop out 140+ KW.
Power to weight. That's the best way.

I hate camerasas much as anyone, but they can work and do work if used properly to control speed not fine drivers. This idea would work on some roads but not all and I will use the F6 south of Sydney to illustrate how, as this road has only one midpoint exit. Put a camera at the begiining, one prior to the midpoint exit and one at the end. All traffic is photographed going onto the road and photographed at the exits. If the time taken for the journey is to fast a fine is sent. This would stop speeding full stop unless people were using stolen number plates which happens now anyway. A version of this idea is used to monitor truck trip times already (safetycam). It could be used on any long freeway/ road which has limited exits. The speeding would drop and there would be buggerall revenue for the govt so they won't do it.
