I'm rebuilding a carby and i've noticed a few so far that have the disc with a little welded disc on 1 half. Why is this done?

I can answer that one since I know the bit you mean , it's a valve that's supposed to let a little air in when the throttle's closed , most people soldered them closed like that one has been , you can either replace the brass butterfly (disk) or use it as is .

Yes it was fitted to later carburettors for pollution control purposes I believe. In my experience you get better results replacing it with a standard disc, otherwise it can be a PITA to tune.
