does this go around the outside of the gutter on the roof or is it for the inside of the car?

Cheers

It goes around the outside like this one

http://www.minisport.com.au/prod213.htm

I'm pretty sure one of the local shops will have one if you'd rather not ship internationally.

Does it clip over the existing rim or do you remove the existing rim and tack up the new one to the body?

Yeah ebay or Mini Spares.
Locally though I've found Minisport excellent to deal with even if they are more expensive than the poms

As far as fitting them. I haven't got a set myself but I'm fairly certain they just clip on like the side trim

yeah, it clips over the standard roof gutter... I've seen some rovers with horrid looking gutter lips from the factory, so I can see why the trim over the top is necessary

These trims were only used on later UK cars without the so-called `drip rails' (which don't really.. )
Will they fit with drip rails, or not?

I got some of the chrome look plastic gutter trim on my car. Looks really good on the right car. Compliments the chrome look wheel arch trim.

Just some hot water and put it on. Came with a little chrome clip to cover the gap when the two ends meet (although some kid flogged it off my car, probably because it was reachable and shiney  ).
