The good Doc has been known to use old Computer Cases for a flat patch
Best to shop around elsewhere for new, maybe A Grade Panels? MEL
It is a reasonably complex item so thats why they may charge for it (I suppose the battery box would be extra? as well). Its just a stamping tho...it may be that they figure only body shops would want them and "Insurance" would be paying!
Hunt around for a second hand one, take an angle grinder to a wreckers etc By the way, there are some tough double-skinned strengthened areas around the edges...make sure you have a decent disk on your angle grinder
