i was wondering if you can transfer the rubber on mini wheels from contessas that require flares on step drums to an ordinary 10 inch roundnose wheels???

what profile are the tires? (will be printed on the sidewall eg 145/75r10) |

Why not just fit 4 flat drums, then those Contessas are legal without flares. That's what they are designed for. Unless you have front discs... |
