How far do you tap in the seals into the hub on disk brakes.Should they end up touching the bearings or should there be a space?

There is a spacer for the inner seal, you still see them from time to time. They sit between the outer race and the seal.
You can go without them however just press the seal in until it is fully in the machined space and parallel.
