At the moment it varies state to state, so you need local enquiries in SA to set you straight. You need to join a club which has club plates in which you are eligible to join the scheme.
I would start by doing a search on your local states' relevant roads and traffic authority website for "concessional or club rego" and car clubs you might be interested in joining (either mini clubs or perhaps a local district club for example).
If I recall correctly what someone once said, for SA you have a set number of days you can drive within the year for SA.
In NSW it costs around $58 per year with a once off $30 admin fee the first year. Each club can set their own rules about when , how, and how far they can go but generally it is limited to events which are on that club's calendar (incl events invited by other clubs) - that is meetings, drive days, picnic runs etc and service runs (short runs for fuel, air, to de-rust brake discs/drums etc)
