sounds like a Police issued number

That is interesting ......

I have a Coopers S (69) that has F882887P stamped over the original engine number which can be faintly seen under the above number...

Is there a register of Police Cooper S engine numbers ???

Marlene it's a smallbore, probably 998 or 1098.
If it has a harmonic balancer, it probably is a 1098.
To see which, take out both #1 and #2 spark plugs.
Turn motor to TDC #1, put pencil vertically in plug hole. Put a mark on it at top of plug hole.
Now, put it in #2 cylinder and mark again. The difference between them is the stroke.
76.2mm = 998 crank
83.7mm = 1098 crank.

Dick - cars supplied to Police (NSW had by far the most) had no changes to any of their numbers. They were just as they came off the production line. Unless you have original documentation (drivers handbook, sales invoice, Police log book) that clearly shows Police as the original owner then the only way to suspect a car as being ex-Police is the holes left behind. These include one in the middle of the roof for the two-way radio aerial, extra hole in handbrake bracket, two holes in left parcel shelf for ID tag, holes for two-way radio unit, holes in front of power brake booster for siren, etc. etc. Of course these can all be drilled in a normal car to make it look like ex-Police.
There is no register still in existence of Police vehicles. I did an FOI on NSW RTA for my car but all old registration records were destroyed back in early 1980.

As I understand it the Police issue a new number in sequential order and ending in P when the original manufacturers engine number can't be used, for whatever reason. So there's nothing in the number itself that will help identify the type and size of motor. If you could describe it or post a few photos someone on here will be able to narrow it down. Things like whether it has tappet chest covers or solid cast, casting numbers, number of head studs/bolts, etc.

Generally an engine gets a police number once the original engine number can't be seen , can't be read clearly or the block has been decked and the number ground off . I have been told the first letter is the state of the police who stamped it (Marlene , your's is N for NSW , Dick , your's is Federal , not sure if it is Federal or ACT and they didn't want to stamp A ...) . The next two digits are the year it was stamped (Marlene 1985 , Dick 1988 , I have yet to see any engine stamped with something that can't be a year here so makes sense) and the rest is a sequential number follwed by P for police .

All I can see from there is a non 1275 head (unless someone else can see something with the head I missed) , someone else might be able to tell you more . What was it supposed to be or is it just unknown ?

Unfortunately it has been re-bodied and there is no evidence as you suggest - I can see most of the old engine number and was interested by the OP as it actually related to the "new" engine number... Its just interesting to know a little history - never going to sell it so I am just interested... DICK
