If you have disc brakes on the fronts and the car has 10" wheels - do you have to have a brake booster?

No.
A booster will reduce pedal effort, but they stop OK with none.
Morris 1100, 1300, 1500 had none fitted, neither did the 1275LS Mini.
Or the 1275 Mokes.

No, a break booster is not needed. It will however improve the feel of the pedal.

Lots of people choose not to run them because they either like the feel of un-assisted breaks or because it takes up engine bay room.
